Japan's Tax-Free Shopping Changes in November 2026: New Refund Method and How It Works

Japan is changing its tax-free shopping system on November 1, 2026. Instead of receiving an immediate tax exemption at the checkout, eligible international visitors will pay the tax-inclusive price first and receive a refund after Customs confirms that their purchases are being taken out of Japan.

If you are planning to shop for cosmetics, electronics, clothing, food, or souvenirs during your trip, understanding the new Japan tax refund procedure will help you avoid unexpected costs and delays at the airport.

๐Ÿ“Œ Key Changes at a Glance

  • Effective date: November 1, 2026, for purchases made on or after this date.

  • Payment: Pay the full price, including consumption tax, at the store.

  • Minimum purchase: JPY 5,000 before tax per store per day.

  • Export deadline: Take the purchased goods out of Japan within 90 days of purchase.

  • Major changes: The distinction between general goods and consumables, the JPY 500,000 consumables limit, and special sealed packaging requirements will be abolished.

The tax benefit itself is not disappearing. The main difference is that the refund will be processed after Customs confirms the goods are leaving Japan.

๐Ÿ’ณ Do You Have to Pay Consumption Tax First?

Yes. Under the new system, participating tax-free shops will initially charge the tax-inclusive price.

For example, if an item costs JPY 10,000 before tax, you will pay the applicable tax-inclusive amount at the checkout. Once Customs confirms that you are exporting the purchased item, the consumption tax equivalent will be refunded.

The refund will not normally be paid directly by Customs. Instead, the tax-free shop or its designated refund service provider will process the payment.

The actual refund timing and payment method may differ depending on the retailer and its service provider. Check whether the store offers refunds to a credit card, electronic payment method, or another registered destination before completing your purchase.

๐Ÿงพ How to Get a Tax Refund in Japan

Follow these steps when shopping and departing Japan.

  1. Visit an officially authorized tax-free shop and present your passport.

  2. Complete the store's tax-free purchase registration and provide the required refund information.

  3. Pay the full price, including consumption tax.

  4. On departure day, keep your passport and all tax-free purchases accessible.

  5. Before checking in your luggage, visit the tax refund kiosk or electronic terminal at the airport or seaport.

  6. Present your passport and follow the Customs instructions.

  7. If an additional inspection is requested, take your purchases to the designated Customs inspection area.

  8. After Customs confirmation, the retailer or refund provider processes your refund.

At Narita, Haneda, Kansai, Chubu Centrair, Fukuoka, New Chitose, and Naha airports, eligible travelers can also use Visit Japan Web in designated international departure areas with dedicated Wi-Fi.

However, online procedures have eligibility requirements. It is advisable to understand the kiosk procedure as an alternative.

โš ๏ธ Important: Complete Customs Procedures Before Checking In Your Luggage

This is one of the most important changes to remember.

You must have your tax-free purchases with you when presenting your passport for Customs confirmation. If you have already checked in your luggage containing tax-free goods, you cannot simply retrieve it for inspection.

Therefore, complete the tax refund procedure before handing over your checked baggage to the airline.

Allow sufficient time at the airport, especially during busy travel periods. Customs may request a physical inspection, which can take additional time.

๐Ÿซ What Changes for Cosmetics, Food, and Other Consumables?

The previous system separated purchases into general goods and consumables. Consumables such as cosmetics, food, and beverages were subject to additional restrictions.

From November 1, 2026:

  • The distinction between general goods and consumables will be abolished.

  • The JPY 500,000 purchase limit for consumables will be removed.

  • Special sealed packaging requirements for consumables will be abolished.

However, this does not mean you can freely consume tax-free purchases during your stay.

If you eat, drink, or use tax-free consumables in Japan, you will not be eligible for a refund for those goods. You must also take the purchased items out of Japan.

In addition, Customs confirmation is handled by individual purchase transactions. If even one item from a particular transaction is missing, you may not receive a refund for any items included in that transaction.

๐Ÿ›๏ธ What Is the Minimum Purchase Amount?

The minimum purchase requirement remains JPY 5,000 excluding consumption tax per store per day.

The goods must be purchased from an authorized tax-free shop and taken out of Japan by the eligible purchaser.

Certain items, including gold and platinum bullion, are excluded. The quantity must also be limited to goods that the purchaser can personally carry out of Japan.

What Should International Travelers Do Before Their Next Japan Trip?

The new refund method changes when and how you receive your tax benefit, so shopping and airport procedures need a little more planning.

Before your trip, check whether your preferred stores support the new refund process. When shopping, keep your receipts and purchased goods together, and on departure day complete Customs confirmation before checking in your luggage.

A little preparation will make it easier to enjoy shopping in Japan without missing your tax refund.
